Would putting occupancy limit orders into effect be a deterrent towards illegal aliens?

The story "p h" gave sounds like what my town is turning into because of illegals, I'm afraid to go out my door day OR night unarmed! Glad i have a conceal/carry permit! But yes, illegals DO pack 20 people in one house and they should be stopped.
