Who actually makes decisions in the Republican/Democrat National Committees?

Given the large size of the RNC and DNC, who actually makes decisions? Is there an executive committee? It seems unlikely that every decision would come down to a vote by the whole committee. Also does anyone know the sizes of the DNC and RNC staffs (not the committees themselves, their staffs)?
