When did the "London Telegraph" start wearing tinfoil hats?

Makes you wonder huh? Certainly some of them must be correct. We've got Kennedy, Pearl Harbor, 9/11, Roswell here in the states. I'm surprised I haven't heard anything about the Madrid bombings or 7/7 being governmental conspiracies.
